Yes, the WCA tag can piggyback off most other tags including PMD, Google Tag Manager, or DFA Floodlight tag. How well the tag performs is dependent on the sophistication of the 3rd party client. A basic WCA tag will not have problems, but if dynamic variables are to be passed in through the JS event, it may require a 3rd party tag to receive them and pass them to the Facebook WCA tag.
